Un-spoilered title: Why can't William Miles use the Apple of Eden?

Why is it that Desmond's father, William, can't use the Apple of Eden? William says that he lacks the genes to wield it properly, and that Desmond has an unusually high concentration of First Civilization DNA, levels that only one in every ten million people have; however, countless others throughout history have used various Pieces of Eden (including Apples) for all sorts of purposes. They can't ALL have high concentrations like Desmond does.

it does gets less concentrated each time they reproduce with people with none twcb gens.

Abbas for example cant handle it.

There is a difference between using it and wielding it.

Not to mention that William explicitly says "Properly Wield it"

I think the reason is that Desmond has TWCB genes from both sides of his family instead of just from his father or mother so he has a higher concentration of their blood. It could also be that Desmond's mother has an ancestor who has used it more recently than 1191 or 1511 which I think is less likely the reason.

Desmond's high count comes partially from his mother as well, most likely
