I'm sure some of you here are familiar with Jane's WWII Fighters (which I think is pretty much IL2's predesessor), maybe some of you still play it. There are all kinds of mods available for WWII Fighters: improved terrain textures, new 3D clouds, smoke and tracer effects, new texture packs for all the ground units etc. etc., the list goes on.
The only thing that can be changed in IL2 is the aircraft and pilot skins and lettering, and the music and voices can be changed. Is it possible to change (mod) anything else and people just havent gotten around to do it or is the game not further moddable?

It's closed architecture, not meant to be modded by third-parties.
