Did they release a Stealth patch or something? I am getting an average of 70fps in the heart of Boston with Environment Quality on Very High, AA on Normal and Textures on High. I was getting as low as 30's just 4 hours ago, and now this. Its just so fricking weird.

Don't think a patch has been released yet. Have to wait until January. But that patch won't have optimizations to make the game run better from what I've read.

I've only had the game a few days, I've never dropped below 59 fps anywhere.

As far as I am aware, no patch has been released?

However, certain windows / driver updates may have been.

I have seen a few people post that performance has improved - with no patches released, and since each PC is different, many things can affect performance - even windows indexing etc - so can't explain it.

i7 920 @ 3.76
12 g 1866 corsair dominator
2 gtx 570 sc @ 850 and 2000
LCS
EVGA ftw x58
Corsair neutron 240gb
win 7 64 home premium
running evga on screen fps is always 59 59 59 60.1 59 59 59
I will say i crash more than i think is acceptable for a PC game.

Even in Boston and other areas full of NPCs and buildings? If so then you are lucky. Many people with powerful rigs are having performance problems.

ive only been playing 4 hours, all my time has been in boston. Just from what i've seen, could it be these newer core I's with integrated graphics are affecting discrete video cards?

it's the CPU , AC3 works great on i7's but it doesn't use other processors full potential.

There is no CPU capable of running this game at a solid 60fps in all areas. I have a 3930K at 4.5GHz, and there are parts of Boston that hit the mid 20's with environmental effects set to very high, and the low 30's in the exact same spot with environmental effects set to normal. GPU usage at that spot was exactly the same with the two settings - 32% per GPU.

There are plenty of areas in Boston which don't have such a crippling CPU load, so the OP is probably comparing apples and oranges. Or lying.

I have two Radeon 7970's, and my screen resolution is 2560x1600. Since the game is CPU-limited, a great many people will have similar low frame rates despite having very different graphics cards.
