is there no way to reduce / remove notoriety in the frontier? or have i just not found it?

There is a way.. DIE and it will be reset when your respawn.

ok, i've tried desynchronization twice, once by getting killed, once by killing a civilian. no change.

More precisely, you're anonymous only in the areas where there are storyline quests going on. For example, you're anonymous in Valley Forge starting from Sequence 9. (Since you have to go to talk to Washington and it would be really annoying if people would try to kill you while you're trying to get to a main mission). My visits to Valley Forge pre-Sequence 9 didn't cause my notoriety to go down, but pre-sequence 9 I was fully anonymous in Lexington and Concord during Sequence 7 (after sequence 7 notoriety kicked in in those areas).

Also in the liberated forts the garrison tends not to touch you even if you have notoriety.
