I'm not sure there was a usual bombing altitude. I think they were assigned for each mission, but for the USAAF, I think most were between 20,000 and 26,000 feet. The cruising speed at these heights were around 185 mph.... I'm not sure if bomb runs were made at cruise speed or not though.

The RAF made some raids from 30,000 feet with their Fortress I's, but these were not particularly successful, IIRC.
