Best to post this at simhq.com as that is where Ian spends a fair amount of time at http://forums.ubi.com/groupee_common/emoticons/icon_smile.gif
He would be better suited to answer this question than Oleg.

not only the static static planes have summerskins - also the flyables have as default not their winterskins , like on Stalingrad or Moskau wintermaps http://forums.ubi.com/groupee_common/emoticons/icon_wink.gif

reason:
the watersurface , ice or water, is linked together with the default skin selection - weird but true. this was programmed in the game code for ages !
so, on the Murmansk map , if the planes would wear their winterskins: you could land on water, couldnt use torpedoes, bombs would leave craters on the water.............. it was like this in a 4.0 Beta version http://forums.ubi.com/groupee_common/emoticons/icon_biggrin.gif

Ian can't control this. For some archaic reason, the aircraft skins, both airborne and stationary, are tied by code to water state. If you have unfrozen water, you get summer skins. The "frozen" rivers on the Murmansk map are, in fact, land textured to look like frozen water, (Ever noticed the trees out on the ice?http://forums.ubi.com/groupee_common/emoticons/icon_wink.gif)

Best you can do is change the default skins for your campaigns and ignore the stationary aircraft. There were plenty that flew without whitewash over Murmansk anyways.

Who knows, maybe the new default skin update project will lead to something promising on this front, but it is a matter for Oleg, not Ian.
