Is it like AC3 or just an expansion, or what?

You could consider it a stand-alone expansion of sorts. It'll probably play a lot like your regular expansions, except you won't need AC2 to run it.

So sort of like episodes from Liberty City?

I suspect it'll only be one (complete) city--Rome--but they'll introduce a more sophisticated group / squad control mechanic for those wanting to use multiple assassins but not multiplayer (i.e. the "brotherhood" is Ezio's, as well as the Templars).

Never played that, but it's like Crysis: Warhead.

Yes, it's a lot like Episodes from Liberty City, but instead of adding new characters it's still about Ezio.
