Try it out! It changes the response time of the game to joystick moves. Watching the red and green boxes in the centering square, set to 0 - move your stick around, set to 50 - move, set to 100 - move.
One box moves with the stick, the other lags behind, that is the game's response. It's main purpose is to eliminate the 'spike jumps' when a pot in the stick has a bad spot on it, or it's just giving up.

RXman is more or less correct, but just to clarify.
The red box is raw joystick data, and the green box is the data that FB will use after the raw data has been through the sliders, deadzone, and filter.
The filter itself shouldn't make the green box 'lag behind'; setting the sliders to less than 100 have that effect.
Rather, 'filter' averages out the 'spiky' raw data so that your joystick data becomes smoother, but too much filter makes it too 'spongy' and takes away some accuracy.
