I run PF on a P4/2.4 GHz/512 MB RDRAM/ATI Radeon 9700 Pro with Cat 4.10. In the conf.ini, I followed their suggestion and changed the ForceShaders1x to 1 from the default 0 value, and noticed a considerable improvement in the color of the water, texture and pixel-shading effects, and a significant increase in framerates from 10-60 FPS. Water is set at 2.

In case the default value of ForceShaders1x is 0 in your conf.ini, try changing it to 1. You may notice a drastic improvement. The only trade-off is that there are no more reflections of ships, explosions, or smoke on the water.
