If I had a 3 minute song and I only wanted to sample @ 4 seconds of that how would I do that on my PC?

Use a sound editing program to cut out the bit you wnat and save as a new file. Windows has a basic wave file editor. Nero has a sound file editor or you may find other freeware ones (Audacity for Linux) or Soundforge if you can get your hands on it. What type of file is it?

Audacity is available for windows at Sourceforge.net It can convert and edit many popular sound files and its free!

I'd use a two step process that has the benefit of being free.

Download iTunes for Windows.

In iTunes:
Preferences >
Advanced>
Importing >
Import using> WAV

Highlight your file in itunes, right click and select "Convert to WAV"
Export your file as a wav (a very basic pc friendly file type though VERY large)

Open Sound Recorder (free utility that comes with windows - you can find it in Accessories>Entertainment - or maybe Multimedia)

Then just use the Delete Before and Delete After commands to crop as needed.

Voila.
