Does anyone know of any guides or youtube videos that clearly portray the location of these flags? I have 13 of them but I can't seem to find the rest of them. If you know of a guide or video please post a link here.

Neither of those are terribly helpful

aside from all the guides 'n stuff, you could just check in the memory from which levels you still have flags missing and then go through the levels with eagle vision.

Hey Dchil, try this:
Try finding at least 25 Borgia flags on your own with Eagle visions to unlock a Flag map. Also restore the Art Merchant shops to unlock district Borgia flag Maps. In the end, you should have accumulated about 80 something. There 18 Flags in the Wolf/Romulus lairs. There are 3 in each one. Now five of them lairs are accesible under Secret Location but the other you must go in sequnce 2 and look for the Chapter "Hall of Nero".
I hope I was helpful? http://forums.ubi.com/groupee_common/emoticons/icon_wink.gif
In the end *SPOILIER* you get the Borgia cape which makes your notoriety not go up as easily.

it should make your notoriety not go up at all, if I'm not mistaken. It seems to do the exact same thing as the Auditore cape in this game (which is the opposite of what the Auditore cape did in AC2).

I doubt it if you kill guards in viewing distance they would just ignore you, though I should have said I don't have this cape, im only 3 away, I don't know for myself what the Borgia cape does but that is what I was told by one of my PSN friends I have that it was like using the Venice/Medici capes in respective areas (in AC2)

That's not notoriety. That's just guards noticing you. Nototiety is that thing that makes you more wanted than usual.
Edit: and yes, that's what it does.
