It's a prototype. It utilizes the directional gravity drive for propulsion, which generally causes 90 degree turns and people to lose time as well as switch personalities between FBI agents and Men in Black.

If you push negative G's, the fuel flow to the engine stops.

you can`t pull negative G in it, or the i-16 .. something about the fuel system design makes it stall.. (ie you can`t pull DOWN, you can only pull up)...

but if you`re pulling negative G`s in a dogfight you`ve got more pressing worries then your engine, since you`re about to be waxed anyways ..

pushing the stick forward, but if the prop is still turning enough, you can restart in flight

Well the carborator can't reach the fuel in the tank when you press it down, as the pipe for intake is at the bottom of the tank. When you push down on the stick, g-forces cause the fuel to go up, making it impossible to pull in fuel. This causes the little engine stall-out.
