You can start with this reticle, available at Surplus Shed for a measly $5...

Note the very familiar pattern.

All you need to add is a lamp, flat glass reflector plate, and a suitable collimating lens of at least 50mm diameter and about 80mm focal length (depends on the reticle's 100 mil circle diameter).
