Anybody who flies the TB3 a lot will recognize those engines immediately leading you to believe Tupolev is the designer.

So, here's my guess:

Tupolev ANT-9 "Krokodil"


May 1929, M.M. Gromov
Three-engine passenger aircraft seating nine passengers and two crew members. A two-engine version existed.
First mass-produced all-metal passenger plane. Was widely used in 1930 by Aeroflot. Completed one landmark flight: "Krylya Sovetov" across Europe, 1929. "Krokodil" model was operated by the special M. Gorky propaganda squadron. Participated in the Second World War.
