it means that in 3600000 milliseconds* the script command file gc.cmd will be executed.

* I'm at work, can never remember whether timeout commands use 1/100th of a second or 1/1000th of second. I have a well used txt file that I need to refer to each time to remind me /i/smilies/16x16_smiley-happy.gif

As stated above the server runs a command batch file called GC
after 10 minutes.

It is not an error message. It is a command line executable.

The batch file then runs a file called GC three times and then waits another 10 minutes before running the command file gc again.

So in essence the command file runs every 10 minutes. As to what the file GC does I do not know but it appears to have something to do with memory.
