Can the guards throughout the three games be considered Templars or just the leader's who command them. Would you consider them pieces in the story, or just ordinary people that have been consumed by an Order that wishes to rule the world.

It's like asking yourself if any and every cop in your country is actually part of the government. The answer is simply no.

Guards are guards, the real templars are those high-ranking officials and their direct subordinates, and few other low-ranking subordinates of the subordinates, basically most people under that are simply "someone with a job". Everyone's got to pay the bills.

If you played ACB, the romulus order are not templars, only the leaders of the order are subordinates to the templars, the rest probably don't even know what are the templars if at all.
