The reader is free, but the full version, which can create PDF's is s commercial product

Adobe Reader 9 free version (http://www.filehippo.com/download_adobe_reader/)

The Adobe Reader is for free!

You may try FoxitReader or PDF-Reader 2.4 if you don't like Adobe (both freeware).

For creating PDFs you may choose PDF Creator (freeware).
