I don't think that author thinks highly of the attitude of the brass in the USN.

This is just a few pages from what I can see is a balanced viewpoint, giving credit where it's due.
Here he's just highlighting the early war complexities amongst the allied cypher groups, which are more ego-centric than anything else.

I thought that the USA broke 'Purple' and JN25 (which they did on their own) but I did not realise that BC$CS has done it years before) - Interesting !!
