I know they represent a scale - but what is the scale exactly?

Hmm, I haven't noticed them. But usually number on a map would represent some sort of grid or north/east-coordinates

Kilometres measured from the south west corner of the whole map area. They appear on every tenth gridline at the bottom or left edge of the visible map area regardless of the scale at which the map is viewed. If the scale is such that the grid is 10km spacing, the numbers will be every 100km. If the scale is such that the map is 1km grid spacing, the numbers will appear on every 10th km gridline.
