Winamp will do it but what does this have to do with FB??
There are better forums for that kind of question. But there is tons of software that will do what you want.

I don't see a Mod tag on your name, maybe he's making a voice pack, or music for a movie, please let the mods do thier job while you stay out of it.

From the box install il2 Readme:

Music in IL-2

Sound files should be standard Windows RIFF files (with the .wav extension), however the data format should be MPEG - layer 3, 44100Hz, stereo. You can create such files using various widely-available converters, for example, CDEx ( http://www.cdex.n3.net ). This program - CDEx - also enables you to convert mp3 files into wav files directly (menu 'convert' -> 'MP3->RIFF-WAV').
