There are all over the place. As you stalk the streets you will hear people calling for help, or talking to each other. The game will tell you what to press (LB I think) and it will activate the mission.
Put the volume up and you will be able to hear what goes on in the city http://forums.ubi.com/groupee_common/emoticons/icon_smile.gif
