I think the problem is in your processor, rather than this may be the problem is in your OS.
try to install a clean version and see what happens

I have the same notebook as you, except the T9300 2.5Ghz cpu. Runs fine at max settings, at 800 x 500 or 1024 x 640 (16:10 aspect ratios). Chances are you are running the game at a resolution that your gpu can't take. max the settings and run it at one of the resolutions above. Also install the moddified inf driver from the laptopvideo2go (http://www.laptopvideo2go.com/) website.

EDIT:- His/Her (http://forums.ubi.com/images/smilies/shady.gif) processor is fine to run the game maxed, as is any C2D 2+GHz.

The likely cause of your slowdowns is the gpu. The 8600 in general isn't exactly a powerhouse card, let alone the mobile version used in laptops. Like davo said, it'll run fine at low resolutions but don't expect it to be running on anything like 1680x1050. Also the 8600 only has 256mb of vram which is a little on the low side.
Also davo, the processor is fine to run the game maxed assuming he's playing on low resolutions like 800x500. I had an amd athlon 62 x2 3.2 per core dual core and after upgrading to a quad core I saw a pretty significant increase in framerates playing at 1680x1050 with maxed settings. Ruling out a processor shouldn't be done unless you know what resolutions and settings he's trying to play at.

yep the cause is the GPU the 8600 in a desktop is crap and that is before you dumb it down to make it ok to use in a laptop.
