I set my brightness up using a profile for IL2 in my ATI settings. It is set to take effect with 3D full screen games.

A brightness/contrast/gamma setting should be mandatory in graphics settings.

I use http://www.radeon2.ru/atitray/ to set gamma for each game with some hotkeys. It's also able to load profiles (D3D, OGL, Colors, Clock) when certain applications are in the memory. I found it very useful for setting up my driver settings for each game individually and I don't have to mess with those ATi panels which I can just open via display properties. Any AA/AF or other setting is just 2 clicks.
