Loading issue

Playing AC Origins.

Game will load to the initial screen but cursor will remain stationary and there is a little white bulls eye at the cursor point that will flash continually sending out these waves for about 2 inches. I just reinstalled this on my new computer after upgrading motherboard cpu and ssd.

Any ideas other than reinstall?
