That's an ATI 9250 chipset. In short, no. Sorry.

ATI cards only started implementing Pixel Shader 2.0 (required for any of the pretty water settings) in the 9500 series, If I recall correctly. For PERFECT water (water=3), you have to spend that grand or so on a couple of NVidia 6800Ultras and an SLI motherboard.

Never fear: make sure your HardwareShaders=1 setting in the conf.ini is there, and also make sure ForceShaders1x=1. This way you'll get hardware rendered water, and though it's nowhere near as pretty as perfect water, at least the game will have a decent frame rate, and it still looks pretty good.

You can get the medium pretty water (water=1, water=2) using a few steps up in the ATI: say, the 9600XT. Most people use this setting, as water=3 kills nearly EVERYONE's frame rate to unplayable.

ATI cards can render in perfect mode just fine, only the water=3 is not available.

So yes it can render perfect water but only up to water=2.
