A 500ms light attack, what's that in frames per second?

Edit: From a SF/Tekken perspective, are they close to be the same?

No. Tick works differently. It is an ACTUAL internal clock. 500 milisecond is 0.5 second. Simple as that. PC games don't have locked FPS, so different machines would have different results if it would be tied to that. But tick is superior to that clumsy solution, locking moves to fps.

Most developers long dismissed the FPS method because of it's problems, and because most game don't have constant locked FPS. But many Japanese devs are still using it for some weird reason. Partially because Japanese don't play on PC almost at all so developers simply never saw the point to implement a better system. Since most console games were/are locked at a certain FPS. But these days even they are starting to slowly change their method.
