Has anyone figured out an effective counter to enemy torpedoes? Can helm successfully dodge and incoming torp and if so how much power to engines is required? What maneuvers have you found effective?

I've found that shields will mitigate most of the damage from a torpedo. It'd be nice to have a more effective counter, such as boosting power to the deflector array, but power to shields seems to be somewhat effective.

Helm can dodge pretty consistently going up or down, given enough power (3 or 4 pips in engines should usually do the trick as long as you see em coming). Try not to be at the very top or bottom of the playspace so that you have room to maneuver vertically

Also, don't forget you can divert additional power into shields. I think diverting power is ideal for moments like this (where it's only needed for a short burst, not long enough to cause damage)

Yeah best thing to do is have captain put on target camera so everyone can see what is going on with the target. Once you see the enemy fire a torp engineer should move everything from phasers to engines, helm should already be moving up or down.
