i have an idea, it's simple, the problem of fight defensive players, is the Parry, so the solution to give more equal the game will be:
-parry can give only free light attack:GB heavy and other things can be stop ( OR dodge in
certain situations ) (but you can still used if the enemy is not speed to understand your tattic).

The problem isn't the parry. It's easy to confuse someone who is trying to parry and get damage on them, especially if they're going for your light attacks.

Blocking is the problem. You should not be able to block attacks indefinitely.

Maybe have it so blocking uses stamina, and when you are out of stamina, blocking is less effective (you take chip damage).

Would have it so the heavy hitters cause more stamina drain, but all characters deal the same chip damage when you are out of stamina.

Heavy attacks also do more stamina drain/chip damage but of course, they are more telegraphed and thus can be parried.

Special blocks by the Conqueror/Warlord/Valkyrie do not use stamina when they block an attack but stamina drains over time.

Whatever the solution or method, I guess we can agree to the fact that the fundamental principle of disintegrating the "turtle meta" is to cut off the "guaranteed damage" element away from the defensive function of parrying.
