So when will it be? Not in 2 months I hope. We waited the first one far too long. Balance should happen every 2 weeks more or less. Not every week because devs need time to get data, but the more you wait, the more the playerbase shrinks, the slower you get the data, the more WE wait.

Theoretically speaking, the inital 'shrink' actually helps in terms of balance, because whiney people usually don't have a clue as to how to play the game, nor what "balance" really means in the first place, and usually have that nasty tendency to jump to the forums to throw a tantrum shi*fit about anything that gets them beaten or killed in the game.

Like, they meet one guy that beats them 2~3 times a row, and you can bet they'll come here and write up a post about how that class is OP. You can bet your genitals on that one.

Usually, developers are better off concentrating on 'core groups' of players for accurate feedback, while maintaining the illusion of community wide input, because the unfortunate reality of PvP in any game is that most people have far too big an ego to readily accept the possibility that they're just not a good player, hence loses most of the times.

It was the same back 20 years ago, it'll probably be the same 20 years after. That's the PvP world. Lot's of egos, no interest in reality, blaming others and the game for their own shortcomings. All too familiar 'tones' in a 'PvP forum', my friend. LOL. :D

Of course, because it culls the weak, but noneless, overall less players means less data, especially, when they are trying to balance the game for casuals and top players. And less players means less need to stream for instance so less top players or "pro" whatever, because less ppl will be interested so streamers would want to move on to the next game.
