i don't use v-sync, and have turned up settings but i still see these weird artifacts of screen flicker type things, but i have a 144hz monitor and routinely get around 144hz using freesync, turned off freesync nothing happened. my system specs are:
i5 6600k
r9 390x
msi z170 gaming m5 motherboard with a acer xf240h monitor

the settings don't do anything besides helping with frame rates
is this game just simply not optimized whatsoever and pretty much always like this?

have you tried to disable AA?

the only times I've seen this before it was nearly always the driver... follow the advice from YazX_ and try different settings first as there is probably a setting causing the problem. if it is still happening, change your driver, if you do have the latest driver, you should remove it using wagnards DDU.exe ( display driver uninstaller ) because it really cleans the driver away, (unlike the driver installer) then install a different driver.

I always buy Nvidia and they also have drivers that cause flickering, artefacts and graphic glitches from time to time but there's always a driver out there for each game :)
