I have found on Steam the suggestion I really like (from Warlock12). It solves several problems (like problem with haven racial and moral cap) and makes factions feel more unique. This suggestion also should be neither expensive nor time consuming to implement (but I don't know certainly, I am not a game dev).

Faction diversity

Each faction would get a special bonus to certain things:

haven: 75 morale cap (instead of 50)
elves: 75 luck cap (instead of 50)
academy: 1,5 times mana regeneration, heroes start with 1 arcane knowledge
necro: heroes have + 1 movement point
stronghold: attack vs defend value cap is 400% (instead of 300%)
dungeon: heroes have +2 damage per hero level
fortress: defend vs attack value cap is 25% (instead of 33%)

These are just some suggestions to show the mechanics, I personally think that for example +1 movement for heroes would be a nonsense but this general idea could be further expanded.

It's a good idea!

I have some amendements to propose:

Necro : +20% population
StronGhold : +20% attack
Dungeon : +1 creatures movement + 10% heroes movement + 5 initiative
Academy : + 20 % magic power + power regeneration to heal mecanics creatures (influenced by meta magic)
Fortress : +20% defens

An other idea :

Bonus / duche.
