The original of that drawing is in Wydawnictwo Bellona publication 'Samolot bombowy- Dornier Do17' by Benedykt Kempski.
Number 19 is annotated as "zasobnik- wyrzutnia flar oswietlajacych" -which I would guess means 'flare dispenser'- but I can't find an online Polish/ English translator which recognises these words.
There are several Polish speakers who contribute to this board so maybe one of them could help?

BerkshireHunt, sounds correct. Had a thought it might be a flame thrower which was tried on some a/c.

Well, there other possibilities- I know some Dornier 17s were fitted with smoke generators. What I can't quite understand is that the device we're talking about is positioned where the fuel jettison vent is usually found (on 17s, 215s and 217s)- the fuel jettison pipe leads to it but it doesn't look like a simple vent. Don't aerobatic teams vent fuel and additives to make smoke? Maybe its something to do with that.
