100% load all 4 cores. Barely warm cpu cooler and space around cpu socket. Intel Q6600 overclocked from 2.4 to 3.34 Ghz. That q6600 beast will melt itself with proper 100% load. 30-33 fps at best, regardless chosen graphical settings and resolution. Very responsive keyboard+mouse controls. 50 fps when looking up in the sky and 40 fps when looking straight at the ground.
GTX 750 ti 2Gb, 8Gb ram, 1920x1080.

This game is very demanding, you are barely meeting min requirements and you are getting good performance against your specs., the only two options you have is to lower your resolution or upgrade your PC.

P.S: your cpu is too old and its bottlenecking your video card, however, your video card is an entry level card but if you decided to upgrade to medium/high end video card, you must upgrade your CPU.

Here are the game requirements:

Minimum

Operating System: Windows 7 SP1 or Windows 8.1 or Windows 10 (64bit versions)
Processor: Intel Core i5 2400s @ 2.5 GHz / AMD FX 6350 @ 3.9 GHz
RAM: 6GB
Video card: NVIDIA GeForce GTX 660 / AMD Radeon R9 270 (2GB VRAM with Shader Model 5.0)
DirectX: DirectX June 2010 Redistributable
Sound: DirectX Compatible Sound Card with latest drivers
