Is there an end to this mini game? I saw in the dark room that some people have 2,000,000 points in this section. Do you need to get that many points or just finish so many sections to get that high of a score?

Apparently not--look here. 
2,000,000 is the max you will get credit for in your Most Wanted List score. It looks suspicious, but all those folks scored 2 million or *higher*.

I have been told there is a way to cheat at it by staying in one section of the maze and restarting it many times over.
Since I play on the PC without a controller, I've never done very well on it myself.

I know Vardis posted a strategy that involved intentionally dying at the end of a long stage (the masks) after accumulating over a million points and numerous restart credits. By intentionally (and legitimately) choosing to restart the longer stage at that point by crashing into a wall, you can accumulate more points replaying that stage, than advancing to a subsequent, shorter and more difficult stage, and collecting fewer points as you exhaust your restart credits trying to advance there.
To do that you still have to cycle through all nine stages several times, until you have over a million points, and 50 or 60 restart credits. It is a legitimate strategy. As you play through and the speed increases, you will probably eventually reach a stage you can no longer navigate without crashing. You can choose which stage that is by crashing. Clever, but not cheating, IMO.
Even so, I was not able to use it to an advantage. I also considered using two people, one controlling each pearl, but that didn't work. Eventually I managed to barely score 2 million plus twice, in two different games, by picking my paths carefully. On a PS2. (2,093,678 in the save I still have.) So, I know it can be done legitimately, but it is tough.
What makes it look so impossible is that you accumulate points so slowly in the intitial cycles through the 9 stages. As your speed (and difficulty) increases each cycle, however, the rate at which you accumulate points increases exponentially, so that when you start the cycle after scoring a million points (and building up enough restart credits), you can collect another million points in that one cycle, possibly even on one stage, as you exhaust your credits. If you play it enough, your skill increases, so you can gradually advance through more cycles.
Having said and done all that, it still seems incredible to me that tommz42 scored 40 million (especially on a PC, unless he uses a controller). Maybe with a little more skill, and being able to advance to the next cycle after achieving 2 million+. His screenshot indicates 40% at 40 million, so 100 million could be the theoretical max, at which point you unlock the code we need to release a sequel!

Yeah I think the trick with getting a bunch of pearls and riding it out in the mask section will have to suffice. Once I reach about 800,000 points I ALWAYS smash in to the orange diamond section and lose something like 45+ pearls in about 10 seconds. I have found tricks around mostly all of the sections except that one. I must find a way to get 2mil.

Sounds familiar. You can make it. When you can get past that stage with that many points, you should be able be able to start the next cycle with a million points, and get another million before you die in the dreaded diamonds the next time.
If you are quick, you can actually shove both pearls together around the diamonds on the right, in the early cycles. Inevitably, I could not do that as it sped up, though, and I would have to get them through that stage independently, after I would crash trying to get them around the side. Hard right with the right pearl, then hard left with the left pearl, then pull them back together in the middle to make the narrow gate after you pass the diamonds.
Maybe we are giving away too much. We figured it out, right? I say it is picking your paths carefully--okay, tricks, maybe--but not cheating.
Interestingly, it looks like most of the moves could be accomplished without the benefit of graduated analog sticks. A keyboard might even have an advantage? Sometimes I have trouble getting both pearls to move in concert with the sticks.
Maybe this will encourage more to take on the challenge. Good luck! You *can* do it!
