Make sure you have Desert Siege activated in GR>options>mods. If you have any other mods running with it deactivate them until you get HX3 working. Set HX3 to highest priority in GR>options>mods.
Reread the readme file that comes with the mod. You should find it in, C:\Program Files\Red Storm Entertainment\Ghost Recon\Mods\HX3.
