    upgrade everything asap
definately get more of and faster ram
get a sound card or turn off sound in bios, thats worth about 15 fps.
turn eerything in background and try moving the game up in priority.
yeah most of the tweaks MIGHT raise your top end wont raise the bottom though. gl

The radeon 9800se is no where near as powerfull as the 9800 pro or even the non-pro. The thing is it only uses 4 pixel pipelines while the others use 8. You may try softmoding your 9800se into a 9800 pro. There is a way to unlock the other 4 pixel pipelines. The problem is that one of them may be defective. If this dont work you could just return it and get a better card. Another problem though is that you probly have 128 bit memory, so it has half the memory bandwidth of the 9800 pro or xt. At 150 bucks it is probly better to just spend the extra 20 or 30 and get a 9600 xt but that is just my opinion

You do have a soundcard you say, what model is it? If isn't an audigy gamer or audigy 2 disable eax advanced hd. try setting sound to low and no virtualization. 3d sound on or off try both. onboard sound and this game do not mix just in case you dont know.

what do you have your netspeed set to? If you are on dialup this could be the problem. If you're on dsl try typing in netspeed 10000 inthe console

Hmm I have gf4 mx440 now (and p4 2,4GHz, 256 mb ram, creative audigy) and after tweaking ravenshield.ini, and my computer i have 50-70 fps and 40-50 in heavy firefights.

I have medium quality settings, before tweaking I had 20-30 fps.
