There seems to be a glitch in the editor:

If you add a layer/modify a layer from the layers window - while your Paint Layers tab is selected on the rollup bar - the list of paintable layers will not be refreshed.

Quick fix: go to terrain edit mode, then return to layer painting mode and the list will refresh.
