Here is the solution for changing mph to kph

Inside installed directory, you have "Locale" folder.
inside it you have "English" folder or maybe other languages.
Now create a folder and name it to "Spanish". ( if you already have this folder, open it and erase everything in it)
go to English folder and copy just "Global" and "Subtitles" file and paste them to Spanish folder you created it.
run the game and at the main menu go to settings->language
just change subtitles to Spanish and leave others untouched, ( you can check subtitles option if you want it really )
    Done.

Now say thank you if I helped you.

Cool! Someone on my Youtube channel was looking for the solution. I will tell him!

I remember one of the developers had posted the solution on a video once. But I forgot which one it was! So thanks.

I tried it out and it does indeed work, however you lose all the mid-mission text (objectives, the mid screen hints etc) and Tanner's in car dialogue, too. I assume they're part of the files not in the folder but I don't know which one affects the speed display.
What the next DRIVER needs: Tighter, narrower streets for slower, more responsive cars as seen in D1,2,3. More 70s feel, possibly the entire game's setting. Keep 88mph top speed as the norm, with only bonus supercars going beyond. Get rid of Burnout as the default acceleration. Unlicensed Vehicles- so that they can be destroyed with explosions. On foot returning, with a version of shift as an unlockable. Weapons, with FPS controls like D3, only more polished. Hubcaps. Car underside pouncing. Offroad areas without invisible walls. All previous driver game cheats return plus a few surprises. All camera angles in D1 Film Director returning. Completely overhauled multiplayer, with virtually no 'boosting'. Finally, ability to play multiplayer offline, and with bots.

Failing that, D1 and 2 as fully emulated games unlockable within Driver 6.

in that case you should copy all files in English folder to Spanish folder.

Just changing the subtitle language, tells the game engine that in which country we are or in which language we talk and what measurements we use..

but you must leave vocal language to English and just change the subtitle language,

but in the end, you will lose just a few mid-screen hints ( not all of them ). but everything else is ok, and every dialogues are English and working well, and Tanner will talk in the car.
