Yeah it is, but not a good pic though. looks like hes in a building moving stuff around. I see a tile floor

To me it looks like a prefabbed section of a building the way the tile floor drops off. My guess id they will have ALOT of prefabbed building sections that will snap together to make your own custom building layouts. almost like trackmania track pieces.
One last note, if this guy is one the editor at gamescom, why is there no more info about it? Why no media coverage?

Maybe it is a behind closed doors thing - and someone managed to get a photo when they shouldn't - same as the image from the Multi Player map called Temple that leaked out around 6 months ago (even though the image was dreadful)
Although the guy is sat next to a FC3 poster I was chatting about this yesterday thinking it was maybe Halo 4 - Forge, the image was smaller and harder to make out.
Looking at this image now it is a little easier to see, the left hand side has items / blocks that could be similar to those colonial ones in FC2, and the platform reminds me a little of the train flatbed with those textures shown.
Not sure it actually is the FC3 Editor though, someone would have to confirm this.
