I think the Northwest Passage will be a lesser area for sure, but probably not just one mission. I'm thinking more along the lines of Cappadocia in Revelations. A smaller hub area with a few missions, chests, and flags/feathers/whatever the collectibles are this time.
Personally, I suppose that the Northwest Passage might have some big sea-territorial accessible by ship, but I assume that the part you can explore on land will be rather small or just for a mission, after all there are not really diverse things to see there.
Great catch with the PoE by the way, that basically confirms it for me. Let me explain why: The map indicates that one PoE is in Barrow, Alaska (the Wiki assumed so, too). Now let me quote Wikipedia on the Octavius: "The ship's last recorded position while the crew was still alive was 75°N 160°W, about 250 miles north of Barrow, Alaska, while the ship was discovered near Greenland."
I think we just figured out something major to the story..

EDIT: Oh, and the other PoE in the very north of America is in the middle of the Northwest Passage.

guys.. ist not really yet confirmed and you gotta remember its multiplayer coz in acr you had roma, jerusalem and places in greece as maps (which you couldnt freeroam in the actual game)
but on the other hand, who knows we might get linear missions in ac3 similiar to those of acb like naples and all those small villages we visited while destroying leonardos machines
