Hacking is rampant in APB due to poor client data validation. It can also be due to poor PunkBuster implementation, such as in Crysis 1. If I remember well, it was possible to fly around the map, go thru walls, and have infinite everything, without PB saying a word. If you compare to any Battlefield game, which has strict client data validation rules (well at least since Frostbite) and proper client implementation, hacking is much less of a problem, when proportionally comparing the amount of players to APB.
Also, global bans are only triggered when the actual anti-cheat mechanism is altered or disabled, and that PB becomes aware of it. And, given the proper set of freely-available tools, I can circumvent a HWID ban in under a minute.
