First of all for some reason I was finally able to redeem my beta key today. Also my few suggestion please make NA servers for NA only, make South A. server for SA only. It's really annoying seeing people just selling stuff(mainly BR); instead of playing the game. Also does the game have VOIP ?
We do not know how Ubisoft will setup the network as far as who can connect to which servers... currently there are only NA and EU servers. Will they setup something that SA users will connect to, we don't know yet.
Well this being a F2P game I assume it has a cash shop or something similar. So what mean is the constant spam of people going "Selling Blah blah for $$$$" on chat channel constantly doing it. This being a game being done by Ubifsoft, I wanted to ask how this would be dealt with.
Still trying to figure out where you are getting to any kind of "selling". And, no, there is no cash shop as you are interpretting it. And, with the game servers offline, there is no logging in to NA. If one tries to log in in North America (notice that this forum is specifically Ghost Recon Online > GRO North America), a message comes up that "Closed Beta Service offline. Please try again later."
There is no chat channel to observe unless one is logged in.
I've played GRO for about three months, and I've never seen any discussion about "Selling Blah blah for $$$$". Such discussion would be pointless, since all gear that is sellable has set prices and everyone gets the same price and everyone knows what the prices are. The only buying is from the shop, and the only selling is to the shop, and the only currency are either GP or GC, not $$$.
Even then, chat channels are specifically labeled. So, if you would post the channel label accurately, it could be addressed. Without the channel label, there is no way to know what you are talking about.
As far as I know, people from South America can't play GRO, in any case. There are only servers for North America and the UK, and players are regionally filtered.

There is no way to trade items to other players in the game, and there probably won't ever be. Letting players trade with each other opens the game to a "black market" so to speak, were people will do as you describe; spam the chat channels with things to sell.
The only thing in the game you can buy with real currency is "Ghost Coins" which are a type of "Premium Currency" that's worth more than the free currency. There's currently only one type of item in the game that requires a player to spend money; Boosts. Boosts give a bonus percentage on the Experience and Requisition Points (RP) that you earn in-game. RP is the standard "free" currency that you earn by playing.
