My download has been stuck at 32% for nearly two days now.

Try closing and reopening your download client. Also, disable any active firewalls you have currently. If this doesn't work, submit a support ticket. The link for support is below my signature.

There are currently issues with the launcher and download servers. It's a known bug and the developers are working on a solution to fix it.

There was apparently a fix today, but there are still TONS of people having issues. Try contacting support like Zeus mentioned though.

Won't let me restart the download... I exited the downloader, and when I go to open it again, it just says, "Verifying applicant requirements", but then it closes immediately.

So I got it to open by running it as an administrator, but the download speed is still stuck at 0 kb/s.

Verify that you don't have "launcher.exe" running in your Task Manger (Processes tab). If it's running but you can't see your game launcher anywhere, end the process and then start the launcher again.

It actually was running in my task manager, and thank goodness for that, because that's what allowed me to run it as an administrator.
