Every time I attempt to start the game after it has completely loaded and it says that you may start the game it gives me a message saying "the system does not meet the d3d9 caps requirements. see yeticapserror.txt for more information." can someone please tell me how to fix this?

Open C:\Ubisoft\GRO\NCSA-Live\YetiCapsError.txt

From what I can tell that file is a hardware test log to see if your setup can run the graphics engine in the game. You should be able to see where your setup is failing.

I would submit a support ticket with that file attached.
