I found this bug on known bugs list. It is listed as fixed but my problems with it started two days ago.
I am trying to build public courthouse, my friends are helping but the help is not saved.
Also, I keep accepting their requests for help in invasion but next time I log in these request are still there. They are piling up in my inbox.
