The age of the foals is dependent on your Breed Mastery level. When you breed your horses, make sure you're using the breeding badges the horses have. The more you use, the faster you'll gain mastery and the older their offspring will be before retiring.
When my horses retire they dont get older no matter how many times I cycle them through the petting zoo.
No, once a horse is listed as retired, it will show it's Max Age no matter how many "cycles" you take it through. Just the way the game is designed, I suppose. Only foals and adult horses age up.
