Ubisoft wanted to make this game feel like you really are Jason Brody, and that you really are trapped on an island. Like many other islands, this one contains native people. In some native tribes, even today, the way they dress is much different than every-day people. Some tribes will not dress with full clothing, not because they are trying to be "sexy" and neither is Ubisoft trying to get you to buy the game because of its nudity. I think they were smart with this idea, to show that nudity can be placed into a game, to show the native culture of the island. As far as the hallucinations and drugs, I'm sure more of this will be explained throughout the story. However, what I can assume is that Vaas has something to do with buying or selling these drugs. Again, I don't believe that Ubi is really trying to make this game more inappropriate. The plot of the story takes place on an "insane island", and as you know from Vaas's definition of insanity, anything could happen in this game, and I wouldn't worry too much about this content.
