Generally speaking forums are in Descending order. This is to maintain the natural way humans like to perceive responses. There are some content management systems out there that let you insert a response to a previous one (much like a quote here) below it and indented right.
It's just how forums work. I think I'd get confused by a system that had a random order to the posts.

Obviously only a few people given special permission to do so (i.e., admins) would be able to insert posts wherever.
