Yes, if I recall correctly a headshot does double the normal damage. A critical hit headshot does quadruple.

As far as I've gone, crit shots seem fine and actually give an incentive to stick to a single weapon. I still liked my M500SV and when it hits max critical it should be able to stand on its own against the NS2000. In other words, I think it's good that there is some way to reward persistence and to make sure that no weapon is just a mere stepping stone.

When I shoot folks in the face, the damage doubles. I assumed this was a critical, but come to think of it, the number is still yellow.

Maybe it is 50% dmg on a headshot
I pulled some numbers from some videos and got:
SR-25 with suppressor - 71 Dmg
Bodyshot against recon - 71 Dmg
HeadShot against recon - 112 Dmg
Critical / Non headshot against Recon - 139 Dmg
Headshots should be automatic crits. And while some people in the world have survived a slug to the head, among other wounds the average person would die from, that shouldn't be the norm for a game that relies on realism. Now, dying from a crit after being shot in the knee is outrageously funny. Seriously? I can see being badly hobbled in movement, but to die from it?
I left Recon after having used my SR-25 and hit others in the head, and watching them continue to shoot back at me. That's when I left for Specialist. So perhaps it should be more dependent on your skill with the Class, than just the weapon used? Experience should count for something, right? Not everyone using Recon is capable of playing the role, that's obvious enough. So simply using said weapon shouldn't be the lone indicator of experience.
