Can YOU see a cloaked Recon?

Im starting this here after spending about an hour reading through search results, but not finding a specific discussion that's already been started on the matter.

There is a general agreement between myself and my peers that some people can see cloaked recons, and some can't. I myself have ran by people who didn't even notice me, while on the other hand I've been peppered with bullets as soon as I come out from behind cover. Do the people I run by NOT see the shimmer of my cloak or are they too busy watching somewhere else?

I have no problems seeing it. So what I would like to do is find out who can and who can't. What graphics card/settings are you using? Driver versions etc...etc....
If this gets moved to Tech that's fine but I wanted to start it here to get the most looks.

My peers and I all agree there needs to be consistancy for ALL players where the cloak is involved.
My general feeling is a TRUE cloak shouldn't be seen unless you bump into other players, or walk into straffing fire, or you are pinged by oracle, but that's just me. Im fine with the way it is, but hate hearing my teammate say "I never saw him". One thing I can say is that with surround sound it's very easy to hear the footsteps of a cloaked recon coming up behind you or running down a side hallway from you.

So, my graphix card is a GTX 570TI v2. I've tried both the newest Nvidia drivers, along with their latest non-certified beta drivers, and on both sets can see cloak with no problems. I play on high settings, with added high texturing and aa at in the Nvidia control panel.

    UPDATE
With Cortex's advice, add this to you post to help the dev's figure this out.

I like it how it is now, being 100% invisible is something I hope they won't do. although I can add that cloak visuals are a lot harder to notice when cloak renders a dark background from your point of view. And indeed, hearing footsteps is lovely. I use ATI HD6850 max texture/screen resolution... I think people running on low res and low textures would have a small disadvantage

I tend to have trouble seeing cloaked players.
My graphics are set to the highest settings.

I usually almost always see them, however sometimes the games blur effects cause me not to see them. If you play on low settings it's easier.

I can usually see them. It's easier to see them against a light background that is vertically arranged, as the angled camouflage patterns give away a person standing there in front of you. Examples of places where distortions are easier to see include the main train station and pretty much the bridge on Chertanovo LZ. Staying close to the ground or moving slowly decreases your visibility. For example, if I'm heading right towards a person, I'll usually crouch or prone so that they're less likely to notice something that does not look human-shaped crawl towards them.

In my testing of this issue I have found that running the game on low settings gives me the best ability to see cloaked recons, but I will still lose track of some of them from time to time. When I first started playing the game I played on high settings (max) at 1680x1050 and was almost never able to pick out a cloaked recon, even if he was standing right in front of me. I had heard/seen talk of low settings making it easier to see them so I decided to try it out. I have found that it is, at least for me, much easier to pick them out on low settings. Which I think is a flaw in the game. I have become some what of a graphics snob over the years and love to run games at the highest settings. I like the eye candy the higher settings give you and it makes the environments you are playing in much more interesting. But if this causes an variation in the ability to effectively play a game then I find this to be an issue. I had been running the game on low for the last few weeks of phase 2, which annoyed me, yet at the same time allowed me play the game more effectively. I have also noticed through viewing various players screen shots that there seem to be a fair amount of players doing the same thing.

NVidia GTS 8800 BFG card here. I have everything on the game set to highest res. I presently game on both an old school Trinitron CRT and a new 37" LED flatscreen. I can usually see FAST moving recon cloaked easily enough (If not distracted by game action). It is the sneaky, slower moving ones that present a little more problem. I THINK I see something, shoot, seem to hit nothing - WHAM, killed from behind.

When I first played, I was running in low res to help troubleshoot some issues I was having. It was slightly easier to see slower moving cloaked recon, in other words, I could still see them when the stopped, unlike at higher res settings.

I don't know if any of you guys would agree, but I thought that cloaked recons were far easier to see during phase 1 and the beginning of phase 2 in comparison to the end of phase 2.

I'm on a GTX560, with the latest drivers, @ 1680x1050. I play on high settings, and I can spot cloaked recons maybe 50% of the time, less if they're actually sneaking. They really become more visible if backlit, or standing in an area with a bright color. I think I've become a bit paranoid, I'll fire at anything that looks odd, or out of place.

Agreed. It should be the same for everyone across the board no matter what the settings are. To me this would be like having colorblind mode in BF3. Even though your NOT color blind, it's like turning on hax, as Pinky told me when he first used it.
